Interesting! Let's compare Shrewsbury and Telford on each of these factors.
Health - what is being measured? Access to healthcare? Number of people claiming incapacity benefit? Number of heart attacks? Telford, a town which are lot of youngish working people moved to in the 1970s and 1980s, is likely to have a significant number of poor pensioners these days.
Earnings - related to house prices surely. There are not a lot of jobs in this town these days. No-one who earns the Shropshire average could possibly afford a family home in much of Shrewsbury.
House prices - heavily skewed, I would have thought, by the traditionally expensive bits of town in Shrewsbury. As for Telford - OK, there's Priorslee and places like that (I doubt Ironbridge was covered) but not many "old money" areas.
Weather - oh dear. We all know Shrewsbury is a frost pocket and has more fog than average, neither of which are particularly helpful.
Employment rates - see house prices. If you don't have a job, you can hardly afford to live in much of Shrewsbury. Houses are generally cheaper and there is (still) a bit more unskilled/semi-skilled work available in Telford.
Levels of traffic - eh? I imagine there would be more lorries etc. around Telford to service what remains of the manufacturing there, but Shrewsbury is not exactly free from congestion.
House size - can't think there would be much difference really, although I suppose Shrewsbury will have more large houses with servants quarters and fewer maisonettes.
Educational performance - related to all of these (although perhaps less so to the weather).

There are some crap parts of Shrewsbury i would not want to live ,and the same applies to Telford.

I'm not surprised that Shrewsbury is at the top of this or any such list. It's been a wonderful place for a very long time. I studied the 19th-century period of Shropshire history a few years ago, and in doing so, I lived in Shrewsbury off and on from 1967 to 1973. I was single at that time.
I brought my wife back with me in 2004, so I could include her in my good memories of Shrewsbury. I saw some changes (after 30 years) and let me say,
